OSCE’s Field Missions

Most of the OSCE’s staff and resources are deployed in the OSCE’s field operations in South- and Southeastern Europe, Eastern Europe, the South Caucasus and Central Asia. Field operations are established in agreement with the host country. In addition to their headquarters, some field operations also have field offices, regional centres, and/or training centres in their host countries. 

The OSCE’s field operations assist host countries implementing their OSCE commitments and fostering local capacities through concrete projects that respond to their needs. These include initiatives to support law enforcement, minority rights, legislative reform, rule of law and media freedom, promote tolerance and non-discrimination. In accordance with their respective mandates, a number of field operations contribute to early warning and conflict prevention, and monitor and report on developments on the ground. The field missions can thus play a critical post-conflict role.

The OSCE’s Conflict Prevention Centre (CPC) plays a key role in supporting and coordinating the OSCE's activities in the field, by providing analysis and policy advice, as well as serving as liaison between the field operations, the Secretariat and the OSCE Chairmanship.

The OSCE Special Monitoring Mission in Ukraine

As a response to the conflict in Ukraine, the OSCE Special Monitoring Mission to Ukraine (SMM) has been deployed since March 2014. The SMM is an unarmed, civilian mission, that is mandated to observe and report in an impartial and objective way on the situation in Ukraine, including on ceasefire violations and status on the rebuilding of critical infrastructure.
